try
xclock -update 1
you can watch what is happening. The clock runs for a random period of
time at the rate of about 12 seconds for every real 1, then completely
halts for a random period of time ( usually less than 20 seconds ) and
then repeats.
top will stop responding at the same time as xclock ( no surprise ).
However, if you nudge the mouse, both resume immediately.
