Yeah, I did the same thing (user password contained '&') a while back and reported it to #bsdinstaller at #EFNET (or whatever it was called at the time). To work around, I installed the user account with a "weak" password, then when everything was installed, logged in as that user and issued a 'passwd' command which doesn't have the requirements. They mentioned they would relax the restrictions, sounds like they haven't had a chance yet.
