adduser -f file

I think we have the same problem in DFBSD as was in FBSD.

# uname -a
DragonFly hostname 1.2.2-RELEASE DragonFly 1.2.2-RELEASE #2: Mon May 23 
11:57:16 CEST 2005     tomas@hostname:/usr/obj/usr/src/sys/WEB1  i386


# adduser -f add_users.txt


If file add_users.txt begins with an empty line or a hash (#) all the 
other lines are ignored and adduser exits without adding any user and 
without any error.
