Thanks. The patch applies cleanly and solves the problem too. Please
note that tunstart gets called indirectly through ifq_handoff. So
if you enable altq in your kernelconfig and ifq_is_enabled returns
true, nearly the same code will be executed twice, which might not be
your intention.
