    Yes, you should be able to set this to 1 or 0 in systems without
    the patch for the same effect.  Feel free to experiment.  This won't
    get you the second part of the patch which adjusts how much the
    parent process is docked for a fork() but that isn't as big a deal
    as reducing the decay value.
