Can you try http://leaf.dragonflybsd.org/~joerg/bsd.port.mk against
share/mk? They once again added some incompatible magic to ports :(
I don't trigger this myself, since I don't use the normal dependency
installation.

I uninstalled apache and mm, patched /usr/share/mk/bsd.port.mk, and runned portinstall -Rp www/apache13-modssl with this result:

===>  Building for mm-1.3.1
make: don't know how to make INSTALLS_DEPENDS. Stop

Stop in /usr/ports/devel/mm.
*** Error code 1

Stop in /usr/ports/www/apache13-modssl.
** Command failed [exit code 1]: /usr/bin/script -qa /tmp/portinstall939.2 make DEPENDS_TARGET=package
** Fix the problem and try again.
** Listing the failed packages (*:skipped / !:failed)
! www/apache13-modssl (unknown build error)
---> Packages processed: 0 done, 2 ignored, 0 skipped and 1 failed
