Hot sure that solves the problem, to my (limited) understanding the problem is not with CVS per se (though there are problems with that too) but rather with checking out the whole repository at once. Using normal CVS this is not very efficient and CVSup is. The question then is how efficient subversion is. (Someone who knows please confirm/deny.)

To correct myself: using cvsup you can get a copy of the repo and work against it localy, which you can't do with just cvs, don't know if you can get a local copy of the repo with subversion.
