filesystem hierarchy

hello to everyone,
there are plans to change the filesystem hierarchy to simplify the
programs management?
I've saw the gobolinux project (www.gobolinux.org). They have change
the filesystem, and they are using the filesystem as a package
manager.
I'm an university student, and as a school project I'm interested to
study a new package manager for bsd system, as is written in the site'
goals page.
