Sometimes depending on your network configutration there are some
routing issues with cogent which seems to be the primary peer for
AS47069 (Lyon Labs).
Eg: from home, because of AS5511 (opentransit) vs AS174 (cogent) war,
I can't access  leaf.dragonflybsd.org maybe two or three times a week.

You can use mtr for this kind of diagnostic
