I finally got a chance to look more into this (isn't insommnia great).  No, I 
hadn't been hacked.  This entry is actually in the refuse file in DragonFly's 
cvs repository.  See here:


Now, if you check  http://www.freebsd.org/cgi/cvsweb.
cgi/src/share/examples/cvsup/refuse, you'll see they addressed this in their 1.
2.11 revision (which came out after the DragonFly branch).

Should we make a similar adjustment in our tree?
